NOTICE OF PROPOSALS

PROPOSAL ACCEPTANCE CLOSES JUNE 22, 2018, 5:00 pm CST

MANKATO, BLUE EARTH COUNTY, MINNESOTA

Proposals for the project listed below will be received at VINE Faith in Action, 421 E. Hickory St, Mankato, MN 56001 until June 22, 2018 at 5:00 pm CST, at which time they will be opened and documented as received, cataloged for all required submittals and prepared for review. Proposal evaluation will occur June 25 – July 12, 2018 and will be considered by representatives of VINE Faith in Action, Minnesota River Valley Transit, and Brown County Heartland Express Evaluation Committee. The VINE Faith in Action Board of Directors reserves the right to review the proposals at a later date if necessary to allow for further consideration and proposer presentations prior to taking action.

REQUEST FOR PROPOSALS (RFP) FOR THE PURCHASE OF ROUTING SOLUTION SOFTWARE TO BE HOSTED BY UP TO THREE SITES

NOTICE IS HEREBY GIVEN that sealed proposals will be received by VINE Faith in Action, at the office of VINE Faith in Action, 421 E. Hickory St. Mankato, MN 56001, until June 22, 2018 at 5:00 pm, local time, for the purchase of a routing software package, for the period from July 13, 2018 – December 31, 2018.

Vine Faith in Action (VINE) will serve as the lead public transit organization for the Routing Software Project. Along with VINE, Minnesota River Valley Transit (MRVT) and Brown County Heartland Express (BCHE) are partnering public transit agencies, subsidized with state and federal public transit dollars, which utilizes small chassis cut-away buses and volunteer drivers to transport passengers.

Other VINE Faith in Action personnel are not allowed to discuss the RFP with anyone, including potential responders, before the RFP submission deadline.

All proposals shall be sealed with the proposers name and address clearly identified on the outside of packet. Packet shall include a technical proposal, as one document; a cost proposal, as one document; and a document containing all non-public/trade secret data.

The VINE Faith in Action Board of Directors reserves the right to select the most advantageous offer by evaluation and comparing factors in addition to cost or price such that a recipient may acquire technical superiority even if it must pay a premium price. A ‘premium” is the difference between the price of the lowest priced proposal and the one that the recipient believes offers the best value.
